Houses and pipes in Clearwater
Downtown Clearwater and the neighborhoods on the bluffs above Clearwater Harbor have homes from the 1910s through the 1940s, some frame bungalows with clay or cast iron laterals under oaks and palms.
Most of Clearwater was built between 1950 and 1980, with concrete-block homes on slabs and iron drains in neighborhoods like Skycrest, Morningside and Countryside's early sections.
Clearwater Beach, on the barrier island, has motels, resorts, condos and vacation rentals that see millions of visitors a year.
The city sits on sandy soil over a high water table. Hurricanes Helene and Milton in 2024 pushed storm surge onto Clearwater Beach and into low neighborhoods along the harbor.
Countryside and the northeast part of the city were built from the 1970s through the 1990s with PVC drains and fewer of the problems that plague older homes.
Who handles what in Clearwater
The City of Clearwater's public utilities department provides sewer service and treatment. In Clearwater, the private side of the system starts at your foundation and ends where your pipe joins the public line, usually near the street or property edge.
Drain problems Clearwater homes see most
| Problem | Why it happens here |

| Sand and wipes | Beach vacation rentals |
| Storm surge debris | Clearwater Beach and harbor neighborhoods |
| Condo stack clogs | Beachfront towers |
| Groundwater infiltration | High water table near the Gulf |

Clearwater drains through the year
Spring break from March through April packs Clearwater Beach. Summer brings families, afternoon storms and hurricane season, which peaks in August and September.
Winter brings snowbirds to condos and rentals, and many homes sit empty in summer, which leaves their traps to dry out.
What drain cleaning costs in Clearwater
| Job | Typical range |
|---|---|
| Sink, tub or toilet cleared | $135–$280 |
| Main line cleared from a cleanout | $200–$450 |
| Hydro jetting | $345–$810 |
| Camera inspection | $155–$395 |
| Cast iron descaling | $500–$1,200 |
Countryside homes with PVC are quick visits. Rotted cast iron, surge cleanup on the beach and condo stack work take longer.

Clearwater Beach
Clearwater Beach regularly ranks among the best beaches in the country, and its motels, resorts and rentals see heavy use. Sand from beach towels and outdoor showers settles in drains, and guests flush wipes. After Helene and Milton in 2024, many beach properties had lines packed with surge sand. Jetting and a camera inspection clear them and show whether pipe was damaged.
Block homes on slabs
Skycrest, Morningside Meadows, Kapok and the other neighborhoods built from the 1950s through the 1970s are mostly concrete-block homes with iron drains under the slab. Pinellas County's salty, humid air and decades of sewer gas have thinned that iron, and many lines now have holes along the bottom where water escapes into the sand. Drains that slow throughout the house, a persistent smell in a bedroom or tile that sounds hollow are good reasons to scope the line from the yard cleanout.
Downtown and the bluffs
Older homes on the bluffs above Clearwater Harbor and in the Harbor Oaks historic district date from the 1910s and 1920s. Their laterals are often clay or cast iron, running under oaks and palms that are as old as the houses, and roots and corrosion are standard camera findings. Lining from the cleanout keeps the trees and the historic landscaping intact.
Countryside
Countryside, built from the 1970s through the 1990s around the mall and the golf club, has larger family homes with PVC drains. The pipe is in good shape in most of them, but oaks and palms planted when the neighborhoods were new are now big enough to reach lateral joints. Grease from family dinners, hair in teenagers' showers and wipes cause the rest of the calls.
A typical Clearwater call
A week after a hurricane, a rental owner on Clearwater Beach finds every drain in the unit slow. The plumber jets the main and pulls out a large amount of sand and shell fragments pushed in by the surge. A camera shows the pipe intact. The owner schedules a follow-up before the next season.
Condo towers
The condo towers along Clearwater Beach and Sand Key have kitchen and bathroom stacks shared by every unit above. In season, nearly every unit is full, and a grease plug in a kitchen stack can flood a lower unit's sink. After the 2024 storms, many buildings also had sand in their ground-floor lines. Associations that jet stacks on a schedule and inspect building drains after any surge avoid most emergencies.
Spring break and summer
Spring break and summer bring huge crowds to the restaurants, bars and grouper-sandwich stands on Clearwater Beach and along Mandalay Avenue. Kitchens running fryers from morning to night need interceptors pumped far more often than a typical restaurant, sometimes monthly in peak season.
Seasonal homes
Many Clearwater condos and homes sit closed from late spring to fall while their owners are up north. Traps dry out in the heat and let sewer gas in. On arrival, open every faucet for a minute, flush each toilet twice and run the dishwasher once. If anything drains slowly, have it cleared before family visits.
Sand, salt and groundwater
Clearwater sits on fine sand with the water table only a few feet down, closer still on the beach and near the harbor. Laterals settle in that sand over the decades and develop low spots, and every cracked joint lets groundwater in during summer storms. A liner seals the joints and cuts both problems.
What to tell a Clearwater plumber
Give your neighborhood, whether it's a house, condo or rental and whether it flooded in 2024. Mention whether the trouble started after a storm or a busy rental week, which floor the unit is on in a condo and where a truck can park near the beach.

Clearwater drain questions
Who handles sewer in Clearwater?+
The City of Clearwater's public utilities department. The lateral is the owner's.
My beach property flooded in 2024. Should I scope the drains?+
Yes. Surge pushed sand and debris into drains across the beach, and salt water can damage pipe.
Guests keep clogging my beach rental. What actually works?+
A rinse station by the door for sandy feet and gear, a lidded bin beside every toilet with a short note, and having the main jetted in February before spring break.
My 1960s block home has slow drains. Why?+
Iron drains under slabs from that era often rot along the bottom. A camera video shows the condition.
